With “Freiraum School” Minister of Education Christoph Return An initiative started to bring central relief for all schools. The goal is clear: less bureaucracy, more time for the actual pedagogical work, and a cultural change towards more service orientation in the education system.
The background is known: teachers and school management spend a significant part of their working hours with administrative tasks that have little to do with the quality of lessons. According to school management monitoring, it is around 30 percent of the working hours of school management that flow into administration and meetings. Over half of all teachers want less bureaucracy, two thirds criticize the abundance of decrees and regulations. This burden not only affects teaching quality and school development, but also the attractiveness of the teacher.
The first big lever is the reduction of the circular. With this school year, more than 80 % (exactly 81.42 %) of the existing circular are overridden – of 393 circular sent to date, only 73 remain. In a next step, the remaining circular letters are more clearly structured, service -oriented and understandable. The signal is away from the outdated decree culture to a real service orientation from the ministry and educational directorates.
In addition, Minister of Education Christoph Return: “With the out of over 80% of the round letters from the Ministry of Education at schools, we relieve school leaders and teachers. My goal is that schools can concentrate on the transfer of knowledge and that the administrative effort becomes significantly lower. The resulting bureaucratization process will of course continue and lead to further relief in school!”
