NDC Partnership introduces a tool for the planning and mobilization of climate investments that help the countries free to free funds

NDC Partnership has introduced an interactive online tool-the Climate Investment Planning and Mobilization Framework-that prepares the countries for the development and canalization of climate finance.

With contributions and specialist knowledge of 115 countries, implementation partners as well as public and private financial institutions, NDC Partnership has the „Climate Investment Planning and Mobilization Framework” (CIPMF) Online-Tool Introduced that should help the countries to open up and channel climate finance.

The countries that work out their climate “this year, the so -called nationalally determined contributions (NDCS), want to quickly pass from the planning to implement their priority measures. However, insufficient access to climate finance remains a main obstacle that is reinforced by the recent changes in the financing landscape. In this context, the countries will need clear investment plans to have discussions with donors and investors.

In order to implement their climate goals into clear plans and bankable projects, the countries must be prepared for strategically integrating. Climate financing – and a coordinated exertion passes to close these gaps and to open up access to public, private and mixed financing. “

The CIPMF is based on the premise that the federal states have to reconcile the entire government, including the planning and finance ministries, the national development banks, central banks and the private sector in order to increase the scope, quality and effect of the available funds. With this instrument and the support of the NDC Partnership, the countries can clearly formulate their priorities and needs towards technical partners, donors and investors.

The gap in climate finance is evident in the applications of the countries to support the NDC Partnership, a global coalition of more than 240 countries and institutions. Financing is the most frequently requested type of support for NDC Partnership. 90 % of developing countries ask for any form of financial support from all member countries.

In response to the demand of the countries for financial support, NDC Partnership and the Green Climate Mund (GCF) have in 2023 on the COP28 in Dubai submitted a draft work of the CIPMFwith contributions of a number of actors, including private and public institutions and country representatives. By creating a common reference point, the guide supports the federal states in dealing with the complexity of climate investments and strategically mobilizing investments in order to achieve their climate goals.

The CIPMF online tool builds on these guidelines and is a unique resource that describes six important phases of the process of climate investment planning and resource mobilization.
