KOBV Austria speaks to social imbalance when the ÖGK is self -preserved

The KOBV Austria – The Association of Disability, on the occasion of the upcoming entry into force on July 1, comments on the reintroduction of self -preserved in the case of patient transports with clear words: Yes, we recognize the exceptionally tense financial situation of the Austrian Health Kassa (ÖGK) and the entire system. No, we do not accept that people with disabilities are structurally disadvantaged, said President Franz Groshan.

According to the ÖGK, the announced deductible – 7.55 ꞓ per taxi ride, 15.10 ꞓ per medical transport, for a maximum of 28 trips – should be part of a package of measures to consolidate a deficit that could add up to over 1.3 billion euros by 2029. The KOBV very well understands the economic reality that is behind these projects: stagnating contributions, increasing expenses in the health sector, demographic change, structural overinence in certain segments. But the solution should not be to burden vulnerable groups again.

Our attitude remains unmistakable: Self -reservations in the healthcare system represent a deviation from the solidarity principle – especially if they are introduced to a generalized manner. If there is no other way, then only under clear and close requirements.

The KobV therefore demands:

  1. Expansion of the exceptions: Not only dialysis, chemical or radiation-treated people, emergency transports, children under the age of 15 and those people who are released from the prescription fee due to their need for protection, but also people with permanent exposure to mobility have to be freed from self-preserved.

  2. Social graduation instead of watering can: Income and needs-oriented staggering must be anchored by law. The implementation must be so efficiently designed that the administrative costs remain as low as possible.

  3. Promote barrier -free alternatives: The expansion of outpatient, barrier -free structures would not only increase security of supply, but would also reduce costs in the long term, since wide ambulances would no longer be necessary.

Especially in economically difficult times, fundamental social rights such as the right to barrier -free medical care must be particularly protected. Last but not least, the UN Convention on the Rights of the Rights of Persons rule out that flat-rate self-treatment meets those who are already structurally disadvantaged.

We are ready to participate constructively and realistically on reforms. But fair differentiations, legally secured exemptions and a health system are needed that does not gain socially through short -term savings.

If you don’t protect the weakest in the health system, you have to ask how much is left of the solidarity welfare state.
