Federal government sets an important signal for affordable living – there is further need for action

The association of non -profit construction associations (GBV) welcomes the clear commitment of the federal government to affordable living. With the now intended exception of the essential WGG components- preservation and improvement contribution (EVB) and basic rent- the rental price brake has achieved an overdue change of course. After one and a half years of noticeable restrictions, this measure shows for the first time a clear commitment to the non -profit housing sector.

“EVB decoupling in particular is a crucial lever to secure substance and affordable rents in the long term,” emphasizes association chairman KommR Mag. Michael Gehbauer. The last rental law inflation revival laws (MILG) result in significant loss of revenue. Due to the EVB losses alone, the non-profit industry lacks around 150 million euros per year-and that is permanently. Yesterday’s step was therefore unavoidable to put the GBVs back in position to invest in new construction and renovation.

“Now it is important to quickly implement further measures from the government program so that we can build and renovate again to a larger scale-for affordable rents today and security of care tomorrow,” says Deputy Association Mag.A Isabella Stickler.

Next steps: What can be implemented quickly now

  1. Percentage of residential building funding.
    The funds of the countries must benefit the subsidized residential construction permanently, planned and earmarked.
  2. Develop alternative financing instruments.
    Additional, long -term interest -bearing financing models (e.g. residential building funds, interest -based loans, liability framework) are intended to boost the non -profit new building and climate renovation.
  3. Stop the decline in residential building funding in terms of GDP and reverse.
    The falling residential constraints measured on the GDP share weaken the performance of the system-a trend reversal is required here.
  4. Housing offensive to strengthen the construction economy.
    A coordinated package for mobilizing land, also that of the public sector, funding and the acceleration of procedures would stabilize the construction economy and should increase the annual construction work in the affordable segment.
  5. Get WGG reform on the way.
    The goals are the strengthening of the self -financing power of the non -profit sector, securing the inventory and clear framework conditions for the new building.

“Yesterday’s decision was a good day for the non -profit construction associations in Austria. Now the rapid implementation of the further measures provided for in the government program is required. The association of non -profit construction associations is always available for discussions in order to implement these measures together with the federal government, countries and municipalities,” says association chairman Kommr Mag. Michael Gehbauer.
