The formation of the new federal government is currently being negotiated in Vienna, and the wishes and demands of the federal states have already been worked out in Traunkirchen. The position paper listed 16 specific points that a federal government should address. “We hope that the formation of a government will be successful and that we will quickly have a competent and effective federal government again,” explained State Governor Thomas Stelzer at the press conference at the Waldcampus Traunkirchen at lunchtime. LH Stelzer will chair the State Governors’ Conference until the end of the year, after which Salzburg will take over the rotating chairmanship of the LH Conference and the Federal Council. Stelzer drew a very positive conclusion from this conference and sees cooperation between the federal states as a “role model” for how common solutions can be found in politics.

For Stelzer, the question of how to secure and further develop Austria as a location is particularly on the political agenda. Firstly, this requires speeding up the procedures – for example in the environmental impact assessment (EIA). There also needs to be a clarification of the responsibilities of the federal, state and local governments. This process has stalled. This also means that with new tasks the resources needed to fulfill these tasks are also made available. If tax policy measures are taken at the federal level, the states must be involved in advance. The constitution also provides for this, says Stelzer. Recently there was dissatisfaction among the states after the much worse forecast of revenue shares for 2025 was only passed on to the states at the end of the budget preparation process and they therefore had less money available for their budgets than expected. In general, the states want to be more involved in negotiations, with the keyword being the renaturation regulation.

The mayor of Vienna, Michael Ludwig, also praises the cooperation between the state governors and points out that the tasks and expenditure for the areas for which states and municipalities are responsible – such as care, health and childcare – are growing very dynamically. In the medium term, a change to the vertical distribution key in financial equalization is needed. As President of the Association of Cities, he also sees the municipalities in a precarious financial situation.

Another topic at the LH conference was possible increases in energy costs. According to Salzburg Governor Wilfried Haslauer, it is problematic that although the price of energy is actually falling, consumers can expect significantly higher electricity bills. The background is the simultaneous expiry of Corona measures and the electricity price brake and the increase in network tariffs. Here too, the federal government is required.
