City of Vienna is the first federal state to implement the increased training surcharge

The City of Vienna has always known itself for a nationwide uniform regulation of the minimum security, which in particular should include the following points:

  • Takeover of the work-capable minimum security recipients by the AMS
  • Several years of mandatory integration phase from day 1 with a residence obligation
  • Exercive measures to combat child poverty

Both the Federal Government and the Viennese city government have known to evaluate minimum security on its accuracy and its effectiveness with regard to labor market integration. Therefore, the increased training surcharge in minimum security, which was introduced by the previous ÖVP-Grüne federal government, is now abolished without replacement.

“This increased training surcharge was introduced as an initiative application in parliament last year and there was no way to assess. There was no way to evaluate this measure as to whether it would improve the labor market integration. We were skeptical from the start and therefore also triggered the consultation mechanism. We were the first federal state. ”Says this deletion.

Annual savings of 20 million euros in Vienna

The increased training surcharge was an AMS service, which was decided by the federal legislature without assessment. The aim of this measure was to motivate people in minimum security to perceive AMS training and to reward this higher. At the same time, it was standardized that these amounts – as usual – may not be deducted from the minimum security. A significant additional effect to improve labor market integration could not be determined. That is why the city of Vienna expressly welcomes the withdrawal of this measure.

The increased training surcharges paid from November 2024 to June 2025 have caused additional costs of 9.7 million euros for the city of Vienna. The abolition of this measure creates savings of around 20 million euros a year. The corresponding decisions at the Viennese level will be felled on June 18, 2025 in the responsible committee for social affairs, health and sport. This is followed by a decision in the state parliament meeting of June 26, 2025. The measure expires on June 30, 2025.
