CGTN: How deepening reforms are driving China’s modernization process

Peking (ots/PRNewswire) In 1978, Xi Jinping, then studying at Tsinghua University, visited the city of Chuzhou in East China’s Anhui Province and examined rural reforms there.

Xiaogang Village in Chuzhou is considered the birthplace of China’s land reforms, as some villagers here pioneered the practice of allocating collective land to individual households.

During his visit to Chuzhou, Xi wrote a book of notes about what he saw and heard during that time. “I still keep it (the notebook). The experience was really impressive because this was my first lesson on reform in rural areas since the beginning of reform and opening-up,” Xi said.

Since then, Xi Jinping has pushed for reform wherever and whenever he worked. In 1991, Xi, then party chief of the southeastern Chinese city of Fuzhou, proposed the “do it now” spirit, characterized by high efficiency and practical results in work.

In 2003, Xi, then party chief of Zhejiang Province, called on the eastern Chinese province to leverage its strengths in eight areas, including region, market economy and ecology, to achieve leading, balanced and sustainable development.

Right way

On his first inspection trip outside Beijing after becoming general secretary of the Communist Party of China (CPC) Central Committee in December 2012, Xi Jinping visited southern China’s Guangdong province. During the visit, he said: “The decision to initiate reforms and opening up was the right one. We must stay on this right path.”

In November 2013, the third plenary session of the 18th CPC Central Committee adopted a decision to comprehensively deepen reforms with the aim of improving and developing the socialist system with Chinese characteristics and modernizing China’s governance system and capacity.

More than a month later, China announced the decision to set up the Central Leading Group for Comprehensive Deepening Reform, which Xi will lead. This was the first time in the CCP’s history that a central-level leadership body dedicated solely to reform was established. This group later evolved into the Central Commission for Comprehensive Deepening Reform, which Xi became its head.

Since then, the Chinese leadership has held at least 70 meetings and put forward the main direction, roadmap, key measures and tasks for deepening overall reforms. Over the past decade, more than 2,000 reform measures have been implemented, enabling the country to eradicate extreme poverty, promote integrated urban-rural development, fight corruption, support business, stimulate innovation and ” “green revolution”.

In February 2021, China announced its victory in eradicating extreme poverty, lifting nearly 100 million rural residents in 832 impoverished counties out of poverty since 2013.

Furthermore, the Chinese economy has not only maintained robust growth, but has also more than doubled since 2012, cementing the country’s status as a key global growth factor.

Advancing China’s modernization

As China continues to modernize, the need to deepen reforms is further emphasized. “Reforms are the driving force for development,” Xi said in May at a symposium attended by experts and entrepreneurs, calling for deepening reforms in all areas and pushing forward China’s modernization.

Xi also said at the symposium that he has considered further comprehensive deepening of reforms after the 20th CPC National Congress. Pointing out that all third plenary sessions of the CPC Central Committee since the beginning of reform and opening-up have been reform-focused, he said that this round of reform will closely follow the theme of advancing China’s modernization.

From July 15 to 18, Chinese leaders will gather in Beijing for the important third plenary session of the 20th CPC Central Committee. They will discuss an important policy document to deepen reforms in all sectors and advance China’s modernization.

The policy outcomes of the plenary session are expected to help China better manage the complexities of the global environment, promote the transformation and high-quality growth of the economy, and increase the sense of achievement for the people.
