Every year, the Federal Ministry of Labor and Economic Affairs determines the shortage of occupations for the following year as part of the Skilled Labor Ordinance. Occupations with a shortage are those occupations in which there were fewer than 1.5 job seekers per vacancy reported to the AMS in the previous year. The skilled workers ordinance was announced on December 31, 2024. The shortage occupation list plays a central role in the issuance of the red-white-red card, as around 67 percent of all cards are currently issued for professions that are listed as shortage occupations.
A total of 81 nationwide and 66 state-specific occupations will be identified as shortage occupations by 2025. These include, for example, the professions of electrician, restaurant cook and qualified and non-qualified health and nursing assistants. So-called green jobs such as tram driver or bus driver will also be on the list of shortage occupations in 2025.
“There is still a high demand for workers and skilled workers in some areas, such as health and social services as well as tourism. Although the number of vacancies reported to the AMS has fallen slightly due to the weak economy, it remains at a high level of 80,740 at the end of 2024 (average 2014-2024 at the end of each year: 63,396). “With the shortage occupation list, we are ensuring that well-trained international skilled workers in particularly high-demand occupations have quick access to the domestic labor market,” said Labor and Economics Minister Martin Kocher.
