Article 19 of the UN Convention on the Rights of Persons with Disabilities (UN CRPD) guarantees people with disabilities the right to self-determined housing and life in society. However, in Austria there is still a lack of barrier-free apartments and sufficient support, which pushes many of those affected into institutions.
During the press conference, the Independent Monitoring Committee explains what de-institutionalization really means in the sense of the UN CRPD. It also shows where the current implementation gaps are in Austria and what next steps are necessary to comply with the UN CRPD.
Representation Network – Adult representation represents people with psychological or intellectual disabilities who cannot live and live independently. On the one hand, they do not receive sufficient social security and remain dependent on social assistance or even on their own relatives for the rest of their lives. This puts them in financial distress, making it necessary to move into a home. On the other hand, there is a lack of support services such as mobile care or personal assistance that would make a self-determined life outside of institutions possible.
Using practical examples, it is shown how the right to freely choose one’s place of residence is currently being violated – and with it the dignity of the people affected.
