Asean Law Forum 2025 marks regional milestone in the legal reform and cooperation

Today the historic first Asean Law Forum was completed, which took place from August 19 to 21 at Kuala Lumpur Convention Center (KLCC). The forum was an essential step forward in the commitment of the Asean for the formation of trust, to strengthen its position on the global stage and to emphasize the significant progress that our region made when improving the legal reform. In this context, the department for legal matters in the Ministry of Prime Ministry would like to pronounce our highest recognition for the support and advice that contributed to the success of this forum.

In the run-up to the forum and in accordance with the vision of the Malaysian government to strengthen regional cooperation and inclusiveness, the basis was laid by bilateral contacts with the Asean member states as part of the Asean Tour and the Kuala Lumpur Forum on International Arbitration in 2024.

The forum brought political decision -makers, lawyers, academics and representatives of interest from Asean and beyond. Under the topic “Promotion of access to the judiciary in the Asean-Wirtschaftsgemeinschaft: Bridging of the right-wing cooperation for inclusive growth in the digital age“We have treated critical areas such as arbitration, mediation, online security, cross-border insolvency, cybercrime, reforms of criminal and commercial law, business and human rights as well as the responsible integration of artificial intelligence into the judicial systems.

The discussions and the dynamic commitment underlined our joint efforts to proactively address and solve emerging challenges in order to achieve tangible advantages at national and regional levels and to ensure a coherent and predictable environment for the settlement of disputes that is essential for the economic stability in the region and the trust of the companies.

In addition, specialized panels dealt with important topics such as Islamic finances and arbitration, sports arbitration, maritime arbitration and ESG in supply chains. These concentrated sessions have strengthened our strategic commitment for targeted legal reforms tailored to current and future needs.

The forum ended with the adoption of a joint statement by the ASEAN Minister of Law on the development of international trade arbitration and mediation. The adoption of the joint explanation was signed by YB Dato ‘Sri Azalina Othman Said, Minister in the Prime Minister’s Department (right and institutional reform), on behalf of Malaysias and testified by the honorable Prime Minister Malaysias, Yab Dato’ seri Anwar bin Ibrahim.

This obligation reflects our common vision of improving legal standards and cooperation within the Asean and strengthening the basics of the rule of law, economic resilience and regional unity. This achievement underlines the commitment of Malaysias for a forward-looking and practical legal reform, which is based on results that strengthen the ASEAN legal system.

Kula Segharan on a regional journey through the Asean member states to speak directly to the judicial ministers and the representatives of their national legal institutions.

These obligations and discussions aim to promote regional cooperation in the development of international trade arbitration and mediation through the support and consensus of the joint statement cited by Malaysia.
