Land Lower Austria orders renovation for landfill “am brick oven”

The Office of Lower Austrian state government, Department of Environmental and Announcement right (WST1), has now issued a procedural order for the residual fabric and mass waste landfill “Am Ziegelstöven” (Stord municipality of St. Pölten) in accordance with Section 62 (2) AWG 2002. The goal is clear: only material may remain at the landfill that meets the limit values of the landfill regulation (DVO 2008). Complete material must be treated or properly disposed of. The operator has scope when choosing the technical methods; The authority monitors planning and implementation closely.

“Our scale are consensus and limit values- last but not least in the medium-led expert debate. Material that does not comply with the specifications of the landfill regulation is treated or removed in an orderly manner,” says the environmental and investment law. “The entrepreneur decides on the appropriate technology. We give the goal, stages and benchmarks of the examinations and check the implementation.”

In the course of a waste police procedure, trial decases in the current Schütt area were called on December 12, 2024. The official surveys and the chemical-analytical examinations confirmed that waste were deposited that did not meet the acceptance criteria of a mass waste landfill. The subsequent decoration and analytics that were then arranged were documented and professionally examined. On the basis of these findings, the authority now orders a gradual renovation according to the party belonging. Regardless of any questions of civil or criminal law, the focus is on the production of the consensus.

The arrangement at an overview

Refurbishment target: After completion, only waste may remain that comply with the limit values in accordance with Tables 9 and 10, Appendix 1, DVO 2008.

Disrupted area: approx. 15,000 m² to 6 m depth (≈ 90,000 m³).

Procedure: sector operation max. 25 × 25 m, never two sectors at the same time (smell and emission reduction).

Quality assurance: reinstalling only subsequent characterization of the material; Otherwise orderly disposal via suitable and authorized systems.

Special findings (e.g. Bigbags): Separate, store, investigate, examine and – depending on the pollutant profile, decision on the further procedure, such as heavy metals/BTEX – external treatment by authorized waste treatmenters; Strict occupational safety.

Time bar: Start of the measures until October 1, 2025; Completion until 31.12.2027.

Stages: 4 sub -steps of each ~ 22,500 m³, each ≤ 6 months; Documentation report after each partial step, final report at the end.

Supervision: Implementation under the supervision of the officially appointed duties; Information to the authority and supervision 14 days before the start.

In order to reduce odors, negative positions/gas recording, the use of suitable technical systems (“odor cannon”) and – if necessary – covers are provided. The measures take place sectors in order to keep emissions and stress on the environment as low as possible.
