Majed bin Abdullah al-Hogail, Minister of Communities and Housing and Chairman of the Real Estate General Authority (Rega), spoke to the curator of the two Holy Mosques, King Salman bin Abdulaziz Al Saud, and his royal highness, the crown prince, his sincere thanks for the approval of the updated regulation on the ownership of non-Saudis by the minister Meeting on Tuesday, July 8th, 2025.
His excellence stated that the approval of the updated regulation by the Council of Ministers at this time was a continuation of the reforms of real estate legislation, which aimed at the development of the sector and the promotion of foreign direct investments. This will help to increase the range of real estate by luring investors and real estate development companies on the Saudi market, thus supporting the efforts to be a more balanced real estate ecosystem.
He added that the regulation carefully takes into account all economic and investment -related aspects and that real estate ownership allows under certain conditions in Makkah and Madinah.
He pointed out that the updated regulation allows both natural and legal entities – including people based in the kingdom with legal status and non -residents – to possess real estate in Saudi Arabia in compliance with certain regulations and conditions.
According to the updated regulation, the Rega is responsible for proposing the geographical areas in which non-Saudis real estate can have or acquire other real rights. The Rega will publish the implementation regulations of the updated system within 180 days of publication in the Official Journal on the platform for public consultations (Istitlaa). As planned, the regulation should come into force in January 2026. In the implementing regulations, the procedures for the acquisition of real estate rights by non-Saudis, the requirements for the enforcement of the provisions of the regulation to non-Saudis and all relevant implementation details are determined, taking into account the economic and social dimensions.
It is also worth noting that the updated ordinance with the provisions of the Premium Residency Law, the regulations on the property ownership of the citizens of the member states of the Golf Cooperation Council (GCC) for residential and investment purposes and other applicable laws match the non-Saudis to have the privilege and to acquire other rights.
