In 2023, SOS Balkanroute revealed that an illegal prison had been built in the Lipa refugee camp in Bosnia and Herzegovina without a building permit or legal basis. The International Center for Migration Policy Development (ICMPD) then filed a SLAPP lawsuit against the NGO and its founder Petar Rosandić, which was dismissed by the Vienna Commercial Court. The prison was never put into operation.
Camp Lipa became internationally known as an Austrian externalization project because it is financed by ⅔ or 1.1 million euros from Austrian tax money. The illegal prison, which had significant Austrian involvement Vienna was planned (Kurier report from 2023), was built with EU Commission money.
