AVISO: Press conference “Building outside the norm” on October 17, 2024, 10 a.m. in the Haus der Bauwirtschaft

A known cause of rising construction costs for years is the mandatory compliance with standardized construction standards. Excessive and sometimes contradictory building regulations not only increase construction costs, but also prevent innovations: in practice, planners and construction companies have to stick to – sometimes outdated – solutions just to comply with the standard and thus protect themselves against possible later liability claims. This means that equivalent, innovative and possibly more cost-effective design alternatives cannot even be considered.

In order to counteract this, a research project commissioned by the Austrian construction industry examined the extent to which regulations that increase costs and inhibit innovation can be ignored while at the same time ensuring a comparable quality in the implementation of construction projects. Furthermore, it was analyzed which legal measures would be necessary for this. The aim of this project was to create a framework so that construction companies and planners can look for innovative solutions and implement them without disproportionate risk. The model for this framework is the so-called “building type E”, which is already common practice in Germany and ensures appropriate open spaces. Overall, these efforts should lead to a sustainable reduction in construction costs and make affordable living and working possible again.
