NDC Partnership and UNFCCC launch a tool to support countries in defining NDC 3.0 and accelerating implementation

Bonn, Germany (ots/PRNewswire) The NDC Partnership and the United Nations Framework Convention Secretariat Climate Change (UNFCCC) are launching an online tool to help countries set Nationally Determined Contributions (NDCs) 3.0, due in early 2025, at an ambitious level.

The Navigator was developed with technical input from the United Nations Development Program (UNDP), the World Resources Institute (WRI), and over 30 other partners.

The NDC 3.0 Navigator presents seven “Pathways to Ambitious and Implementable NDCs” and helps developing countries identify and explore nationally relevant approaches to developing ambitious NDCs 3.0. Countries can use the tool to examine how they can implement their Make NDCs more ambitious by taking into account their national priorities and addressing key implementation and funding needs to optimize submissions for 2025. These options are complemented by case studies and links to guidance, information sources and support options. As a living tool, the Navigator will be expanded and updated over time as new insights and experiences become available.

The first Global Stocktake (GST) at COP28 concluded that while the Paris Agreement has spurred near-universal climate action, there remain significant gaps in ambition, pace of implementation and access to finance necessary to implement the Paris Agreement through a just transition that leaves no one behind.

Based on the latest science and GST outcomes, the Navigator aims to help countries incorporate GST outcomes into their NDCs 3.0 and ensure they can be easily translated into implementation and investment plans to leverage climate finance opportunities expand.

The launch of the Navigator coincides with the UN climate meetings in June, also known as SB60 or 60th Session of the Subsidiary Bodies of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in Bonn, where country representatives and other stakeholders will meet to make progress on important issues political issues with a view to COP29 in Baku, Azerbaijan.

Together with the UN system and other partners, we have focused on how we can provide practical support to parties in need of assistance. The NDC 3.0 Navigator can help connect Parties to information, other tools and contacts that could help them develop new nationally determined contributions with a focus on actual implementation.”

Co-Chair of the NDC Partnership, Dan Jørgensen, Minister for Development Cooperation and Global Climate Policy of the Kingdom of Denmark, said: “The global stocktaking on which the countries of the world are focusing on transitioning away from fossil fuels, tripling renewable energy capacity and on doubling energy efficiency, has reaffirmed the urgent need for international cooperation to raise ambition and implement the Paris Agreement. The NDC 3.0 Navigator helps countries get the information they need to develop NDCs that are consistent with the goals of the Paris Agreement while enabling a just and equitable transition.”

The co-chair of the NDC Partnership, Dr. Jeanne d’Arc Mujawamariya, Minister of Environment of the Republic of Rwanda, said: “Developing ambitious NDCs with a view to implementation is an extremely important undertaking.
